MediaWeek (Vol 5, No 22): Orlando's "History"; Preserving Digital Archives, Publisher Apps + More

Apparently some relatively standard fact checking of the 2007 book by Orlando Figes The Whisperers: Private Life in Stalin’s Russia which was being translated into Russian has thrown up some 'minor and major' errors.  The project has been abandoned. (The Nation)

In 2004 specialists at the Memorial Society, a widely respected Russian historical and human rights organization founded in 1988 on behalf of victims and survivors of Stalin’s terror, were contracted by Figes to conduct hundreds of interviews that form the basis of The Whisperers, and are now archived at Memorial. In preparing for the Russian edition, Corpus commissioned Memorial to provide the original Russian-language versions of Figes’s quotations and to check his other English-language translations. What Memorial’s researchers found was a startling number of minor and major errors. Its publication “as is,” it was concluded, would cause a scandal in Russia. This revelation, which we learned about several months ago, did not entirely surprise us, though our subsequent discoveries were shocking. Separately, we had been following Figes’s academic and related abuses for some time. They began in 1997, with his book A People’s Tragedy, in which the Harvard historian Richard Pipes found scholarly shortcomings. In 2002 Figes’s cultural history of Russia, Natasha’s Dance, was greeted with enthusiasm by many reviewers until it encountered a careful critic in the Times Literary Supplement, Rachel Polonsky of Cambridge University. Polonsky pointed out various defects in the book, including Figes’s careless borrowing of words and ideas of other writers without adequate acknowledgment. One of those writers, the American historian Priscilla Roosevelt, wrote to us, “Figes appropriated obscure memoirs I had used in my book Life on the Russian Country Estate (Yale University Press, 1995), but changed their content and messed up the references.” Another leading scholar, T.J. Binyon, published similar criticism of Natasha’s Dance: “Factual errors and mistaken assertions strew its pages more thickly than autumnal leaves in Vallombrosa.
Some may remember Figes as the classy guy who was writing derogatory reviews on Amazon of books by his colleagues.

It is a matter of great regret that it will never be possible to plug the gap in our understanding of UK opinion about major social and cultural issues at the very beginning of the digital age. Will academics in the future feel the same sense of loss about some of this material that we feel today about the missing works of Ancient Greece’s greatest writers and thinkers?
The UK has been in the slow lane when it comes to preserving digital material. Non-print legal deposit is now widespread internationally, including much of Europe, Canada and New Zealand. It is two years since the United States Library of Congress announced that it would be keeping copies of every Tweet. The latest version of the UK Government’s proposed regulations is less than perfect. It would exempt start-ups and micro businesses from depositing offline publications or the need to provide passwords to enable us to harvest their websites.

And what they want from us is, "Help me improve my performance. You improve my performance, learning company McGraw-Hill, then we will improve your performance." So it allows us to more aggressively invest back into our learning materials, and other kinds of things as well.

For example, we're probably where IBM was in the early- to mid-90s. IBM had their mainframes and is the ubiquitous case study. Then they had to move into services or products that their customers valued more.
In the end, it's not only about investing more in materials that will improve performance, but it's investing in our capability to provide other services to colleges and institutions, like retention services or online enablement services. The move toward e-materials allows us to change our business model entirely in many ways.

But the real problem with apps was more profound. When people read news and features on electronic media, they expect stories to possess the linky-ness of the Web, but stories in apps didn't really link. The apps were, in the jargon of information technology, "walled gardens," and although sometimes beautiful, they were small, stifling gardens. For readers, none of that beauty overcame the weirdness and frustration of reading digital media closed off from other digital media.
Without subscribers or many single-copy buyers, and with no audiences to sell to advertisers, there were no revenues to offset the incremental costs of app development. With a couple of exceptions, publishers therefore soured on apps. The most commonly cited exception is Condé Nast, which saw its digital sales increase by 268 percent last year after Apple introduced an iPad app called Newsstand that promoted the New York publisher's iPad editions. Still, even 268 percent growth may not be saying much in total numbers. Digital is a small business for Condé Nast. For instance, Wired, the most digital of Condé Nast's titles, has 33,237 digital replica subscriptions, representing just 4.1 percent of total circulation, and 7,004 digital single-copy sales, which is 0.8 percent of paid circulation, according to ABC.

Long article in The Nation this week about reforming copyright and makes deep reference to Bill Patry's How to Fix Copyright. The author of the article Caleb Cain is not convinced of the arguments Patry, who is lead council for Google and widely seen as an expert on copyright issues, makes and he makes his opinion know very early on:
The non sequitur I’m objecting to here is a small one. Unfortunately it’s representative; Patry’s reasoning is slipshod throughout the book, and more than once he tells the reader what to think instead of taking the trouble to convince him. Nor are these the only signs that the book may have been hurriedly—or just poorly—written. Patry often repeats himself. Though he seems to wish to address a broad audience, he uses legal terms of art such as “de minimis” and “worldwide exhaustion” without explaining them, and the later chapters sprint faster and faster through vagaries of international copyright law that are more and more complex. His priorities seem unsorted; he devotes a whole chapter to discrediting a 1995 article that consists only of notes in outline form and that by his own admission seems to have been little read. Nonetheless, if only because of Patry’s connection to Google, the ideas in his book will be taken seriously.

Patry believes that copyright laws have failed, and for evidence of the failure he begins by pointing to conflicts. Creators of copyrighted work have tussled with the distributors to whom they sell it. Record labels, for example, have been found guilty of withholding payments to musicians, and Patry recounts that in his capacity as a writer, he was recently forced against his will to sign away valuable rights in negotiations with a powerful online publisher. Creators have also been quarreling with their audiences, especially about pricing and access. Patry cites a recent dispute over Amazon’s Kindle: Amazon enabled the device to read books aloud in a mechanized voice, and the Authors Guild protested that the function would cut into sales of audio books. Amazon backed down—a matter for regret, in Patry’s opinion.

UK Education Secretary Michael Gove argues that schools should teach children about kings, queens and wars. He's offering a quack remedy to a misdiagnosed complaint (New Statesman):
How about teaching narrative rather than analysis, then? It is wrong, David Starkey has asserted, that history in the schools has modelled itself on university research. What we need, he declares, is to give children "a sense of change and development over time . . . The skills-based teaching of history is a catastrophe." But what sells in the bookshops or what succeeds on TV is not necessarily what should be taught in schools. Teaching is a profession with its own skills and techniques, different from those needed to present a television programme (as Starkey's performance on the reality TV show Jamie's Dream School dramatically indicated). Physics, biology and every other subject in schools is taught along lines that reflect research in the universities. One wouldn't expect physics teachers to ignore Stephen Hawking's ideas about black holes, or biology teachers to keep quiet about the discovery of DNA. So what makes history so different? Chemistry devotes a large amount of time to transmitting skills to students; why shouldn't history?
The narrative that the critics want shoved down pupils' throats in schools - as they sit in rows silently learning lists of kings and queens - is essentially what's been called the "Whig theory of history"; that is, telling a story of British history over a long period of time, stressing the development of parliamentary democracy in a narrative that culminates in a present viewed in self-congratulatory terms.
This theory was exploded by professional historians more than half a century ago, under the influence of the classic tract The Whig Interpretation of History by the conservative historian Herbert Butterfield. Yet it still has strong support in the media. The Daily Telegraph and the right-wing think tank Civitas even campaigned to get H E Marshall's patriotic textbook Our Island Story put on the National Curriculum. Dating from the Edwardian era, this book, with its stories of how the British brought freedom and justice to the Maoris of New Zealand and many other lucky peoples across the world, has rightly been described as "imperialist propaganda masquerading as history". In what other academic subject would people seriously advocate a return to a state of knowledge as it was a hundred years ago?

One thing research consistently shows is the impact that one-on-one relationships and role models can have in influencing kids. And that's one of the defined goals of the Techbridge program. To that end, Ebony and her peers get to work once a week with Esosa Ozigbo, who comes from a similar background as many of the girls in the program -- single-parent home, struggling financially, parents who never graduated from high school. But Ozigbo, a Stanford graduate with a science degree, is living proof that there's a way out -- and it might just be in a field like science or math. "I definitely know that growing up, it would have been great to have someone like that come in and talk to me," Ozigbo said.
Ozigbo leads Techbridge field trips, taking girls to companies like Google and Yahoo for site visits so they see for themselves the possibility of a life that's different than what they've lived so far. "I took some girls to San Francisco -- they had never been on the other side of the bay," she said. "It's just about seeing what's out there and seeing if it's in your grasp and saying, 'This is what I have to do, this is what I can do.' I think that makes the world of a difference."

MediaWeek (Vol 4, No 47): Lobbying for On Line Learning, Loan Bubble + More

A long article on how government lobbying activities have brought about significant changes in the prospects for online learning companies (Nation):
Despite the clear conflict of interest between her lobbying clients and her philanthropic goals, Levesque and her team have led a quiet but astonishing national transformation. Lobbyists like Levesque have made 2011 the year of virtual education reform, at last achieving sweeping legislative success by combining the financial firepower of their corporate clients with the seeming legitimacy of privatization-minded school-reform think tanks and foundations. Thanks to this synergistic pairing, policies designed to boost the bottom lines of education-technology companies are cast as mere attempts to improve education through technological enhancements, prompting little public debate or opposition. In addition to Florida, twelve states have expanded virtual school programs or online course requirements this year. This legislative juggernaut has coincided with a gold rush of investors clamoring to get a piece of the K-12 education market. It’s big business, and getting bigger: One study estimated that revenues from the K-12 online learning industry will grow by 43 percent between 2010 and 2015, with revenues reaching $24.4 billion.

In Florida, only fourteen months after Crist handed a major victory to teachers unions, a new governor, Rick Scott, signed a radical bill that could have the effect of replacing hundreds of teachers with computer avatars. Scott, a favorite of the Tea Party, appointed Levesque as one of his education advisers. His education law expanded the Florida Virtual School to grades K-5, authorized the spending of public funds on new for-profit virtual schools and created a requirement that all high school students take at least one online course before graduation.

“I’ve never seen it like this in ten years,” remarked Ron Packard, CEO of virtual education powerhouse K12 Inc., on a conference call in February. “It’s almost like someone flipped a switch overnight and so many states now are considering either allowing us to open private virtual schools” or lifting the cap on the number of students who can use vouchers to attend K12 Inc.’s schools. Listening to a K12 Inc. investor call, one could mistake it for a presidential campaign strategy session, as excited analysts read down a list of states and predict future victories.

The bubble analogy does work in one respect: education costs, and student debt, are rising at what seem like unsustainable rates. But this isn’t the result of collective delusion. Instead, it stems from the peculiar economics of education, which have a lot in common with the economics of health care, another industry with a huge cost problem. (Indeed, in recent decades the cost of both college education and health care has risen sharply in most developed countries, not just the U.S.) Both industries suffer from an ailment called Baumol’s cost disease, which was diagnosed by the economist William Baumol, back in the sixties. Baumol recognized that some sectors of the economy, like manufacturing, have rising productivity—they regularly produce more with less, which leads to higher wages and rising living standards. But other sectors, like education, have a harder time increasing productivity. Ford, after all, can make more cars with fewer workers and in less time than it did in 1980. But the average student-teacher ratio in college is sixteen to one, just about what it was thirty years ago. In other words, teachers today aren’t any more productive than they were in 1980. The problem is that colleges can’t pay 1980 salaries, and the only way they can pay 2011 salaries is by raising prices. And the Baumol problem is exacerbated by the arms-race problem: colleges compete to lure students by investing in expensive things, like high-profile faculty members, fancy facilities, and a low student-to-teacher ratio.
