Political appointees aren't protected by civil service rules. The President can hire or fire them for any reason, including the incompetence we saw displayed under the Obama administration. It also means that the President can be accountable for their blunders. <br /><br />How often has a government IT project come in ahead of tiem and under budget? I can't recall a single one.
